This applied research project utilised participatory research and co-design methods to conceptualise and develop a new therapeutic treatment program for Aboriginal and Torres Strait Islander men incarcerated for sexual offences, called the Strong and Solid Spirit program (SSS).
A targeted review of relevant literature was undertaken to identify key design considerations to underpin program design. Participatory research prioritised the voices of First Nations men incarcerated for sexual offences, community members, and practitioners. Research team members subsequently worked alongside a Cultural Leadership Team and QCS professionals to shape program design and development. Program design plans were subsequently approved by a First Nations Working Party and Indigenous Advisory Board.
Support was subsequently provided for pilot implementation at the Lotus Glen Correctional Centre, including the provision of training and supervision of QCS staff. Recommendations were outlined for scaling up implementation of the new program.
Impact
For the first time in Queensland, QCS now has an innovative and evidence-based treatment program designed specifically for First Nations men incarcerated for sexual offences. The new SSS program is currently delivered at the Lotus Glen Correctional Centre in North Queensland, with plans for scaling up implementation. Through an emphasis on meaningful and inclusive First Nations consultation, the development of the SSS program represents a significant advancement in the way correctional programs are designed and developed to meet the needs, and represent the voices of, First Nations Peoples. The SSS Program has also triggered improved professional pathways for First Nations staff within QCS.
